Where should I send my chancellor If I want to fabricate a claim on a duchy?

A. The Duchy's de jure capital
B. The title holder's actual capital if different from A
C. The title holder's location if different from A or B
D. Somewhere else

And is there anything else I need to know?

What I've always done is, put it in the capital of the duchy no matter where the actual owner was. Of course you do need your chancellor to have high enough diplomacy in order for a chance to get the claim on the whole duchy: 15 or more diplomacy points.

I read in an older thread that you need to place your chancellor within the dejure provinces of the duchy, and his diplomacy skill has to be above 13.
My problem is that I'm already holding all of the dejure provinces, and the duchy is being passed around by the Byzantine emperor to random counts. So I got myself a level 23 chancellor fabricating claim in the dejure capital for like 40 years,and nothing happened as of yet.... it's worth nothing that I'm a republic?

In that case you can already usurp the duchy title if I'm correct. Just select one of the de jure counties, click on the duchy shield and in the following screen you will see the button 'Usurp title'. If the button is greyed out you can hoover over it to see what requirements you do not yet meet.

Well the problem is that we are under the same realm,and you can't usurp titles in the same realm unless you have a strong claim. At one point a civil war broke out and the duchy in question joined under my lieges enemy,but once again I was unable to usurp it.

You're trying to fabricate a claim on a viceroyalty? Even if you succeed and you manage somehow to usurp the title, it will revert back to your liege at your death. That's how viceroyalties work.

If I understand correctly you're a republic, therefore you already own a duchy. Do you want a second one to get the stewardship bonus? If that's the case, don't bother with that duchy specifically. Go conquer some land outside the ERE and create a new duchy.

You're trying to fabricate a claim on a viceroyalty? Even if you succeed and you manage somehow to usurp the title, it will revert back to your liege at your death. That's how viceroyalties work.

If I understand correctly you're a republic, therefore you already own a duchy. Do you want a second one to get the stewardship bonus? If that's the case, don't bother with that duchy specifically. Go conquer some land outside the ERE and create a new duchy.

I want to create a new republic, the republic of Sicily,I don't find Amalfi interesting...

I'm afraid it's not going to work as long as you stay inside the ERE. You will need to break free if you specifically want to usurp the viceroyalty of Sicily.
