Fabricated claim no casus belli

Hi folks,

I am a bit puzzled. Start date: 769, England, count of Oxford and vassal of Wessex. After about 16 years, my chancellor fabricated a claim on the county of Gloucester, independent count without other titles.

I tried to push it, but it´s grayed out. Saying I need a valid casus belli. Checkeed on my profile, have a strong claim on Gloucester. Clicked it, Gloucester was higjlighted. Waited till the count dies and his 7-year old took over, still no valid casus belli. Doublechecked on my profile.

What´s going on?

Pic? Are you sure Gloucester is independent and hasn't been incorporated into some other random duchy/petty kingdom? Sometimes things get inherited by distant realms and it's easy to distinguish an independent count from a vassal enclave count.

Yeah checked this. But after googling I´ve got a theory. I bought recently HorseLords (yesterday) and I am not familiar with the new mechanics. Got no time looking into my game, am on the run, but can it be that Gloucester is a Tributary of my liege the King of Wessex?
Or, questioning directly, do I have not a casus belli if my target is tributary of my liege?

I'm 90% certain that's it. You can't (indirectly) declare war on your liege. You would have to go independent first. Or the tributary gets broken, guaranteed at the death of your liege *wink wink nudge nudge*

Confirmed. The King died and I could attack. Fun fact: Did you know that you can´t start an independent faction when your capital bordering your liege´s capital. Took me awhile to find that out...
