I know I do this, and I'm sure there are other players that do this as well. When I pick an enemy province to fabricate a claim on, I always go to the diplomacy screen by clicking on the province I want to fabricate on. Adding a button to the province window would remove several steps, including the sometimes very annoying step of finding the name of the province you want to fabricate on in the sometimes long list of eligible provinces.

Putting a button in the province window to start fabricating a claim would be a nice usability improvement. Maybe add something near the existing cores and claims view or re-purpose the create core button into a create core/fabricate claim button. It's not like we can use that button when we don't own the province anyways (I'd still keep the hover tooltip that gives coring cost info).

re-purpose the create core button into a create core/fabricate claim button.
Absolutely, definitely, totally this. This will save us many clicks and much time.
