I have a Lenovo Ideapad y510p that is reaching CPU heats of 180F and GPU of 190 after about an hour of playing.
The heats go down to about 160-170 if I limit the computer to 50% performance via the power settings, but then the game starts to lag.
It makes no difference whether I have the graphics on low or very high.
I have tried to upgrade and downgrade drivers. I also turned SLI on and off. Nothing but the power setting performance limit did anything for it.

GPU: Dual 2GB GT 750M

I think it's a Unity engine issue, seen several reports about this. Somehow it squeezes the hardware at maximum altho it doesn't have to. From what I know having V-Sync or some kind of frame limiter helps with this.

Yep - V-Sync is the easiest thing to try since it will (at the least) reduce your FPS to 60. An actual frame limiter is more consistent but takes some fiddling with to force onto a game.

There are two mods (one for 45fps and one for 30fps) out that will do this for a user without trying to have their card settings doing it, I would suggest the OP try one of those and see how things go.

V-Sync is a built in game option - Doesn't get easier than this. Also user made mods can't be expected to be consistent or correct - especially not a few days after release with no prior experience with the API.

I couldn't find the v-sync setting in Options. (I guess I could go into my NVidia settings for just CSL.)

I too had a (potential) heat problem (my laptop is dual-fan), but I was on 'high' everything. I turned down the shadows and textures some and now it doesn't get "hot" anymore, but it looks and runs the same to me. Win-win.

I get heat problems in H1Z1 but not C:SL. :confused:

One is liable to be very GPU limited and not so processor intensive, the other is liable to be very CPU limited and is not very GPU intensive. Approaching the limits of the capabilities of either will cause the corresponding part to draw its maximum design power and generate its maximum heat while not approaching the maximums does the opposite. Often with cheap hardware or laptops(which are usually built to a price) the people who design the cooling will take maximum heat production and maximum safe operating temperature literally and provide the bare minimum cooling(which is often too hot for your lap and noisy). In some cases like one particularly cheap HP laptop with a weak processor and a maximum temp of 107 IIRC or maybe 117 simply opening a web browser could spike it that high and make the plastic smell funny due to bare minimum cooling.....I happened to be working on it at the shop because a tiny bit of dust was in it causing it to be unstable! If you tried to run CSL on it the CPU would quickly be at 100% utilization making maximum heat and it would quickly be turning off but to run something maxing out the cheap integrated graphics while the CPU wasn't busy was fine.

So more to the point(for the OP). You could grab a program such as HWMonitor(I believe it comes in free and premium flavors but free is great) and see your CPU/GPU temperature readings. You can then reference them against the manufacturer's spec sheets for the hardware. Assuming my F to C conversion is right that processor can do 100C safely as spec'd by Intel and your 190F is only 87C so it's safe, just maybe hot for your lap. I'm not going to dig too far into how your laptop is built but CSL is very CPU dependent and not so GPU heavy so graphics settings are liable to have less of an effect on heat generation.

Edit: Also, modern hardware is much more forgiving when it comes to temperatures and it will reduce its frequency automatigally if it hits the maximum safe temp to stay within the bounds of what is safe and safe temperatures mean safe enough for the item to live a full life.

I tried the Nvidia Inspector frame limiter, but it didn't work.

I'm just going to go ahead and leave it at limiting it through the power settings.
That just means that I can't run anything on my second monitor, but that's fine.

Use frame limiter option (Nvidia Inspector or RadeonPro) if you think your card pumps out too much fps.

There is indeed no vsync option in the game.
Unfortunately, I've tried Radeon Pro as well, and every option I can find in the normal driver, and none of them help.

This game runs my GPU at 90% or higher constantly.

In short, I can't play it like this. Complete waste of money. There's no reason for the game to be consuming ALL available GPU cycles, when it's rendering nothing. Literally, if I make a custom map, and it's empty of everything, GPU is at 99%.
Using a default map, before I've even built a single road (or after) GPU is at 99%.

It's a Radeon 6950. I can run super-high texture Skyrim with everything enabled, and my GPU doesn't even go above 50%, and FPS is solid at 60 everywhere.

I'd love to play the game, but I will not burn out my GPU for one game. Sorry Paradox, I won't be recommending your game to anyone until this GPU load issue is fixed, nor will I be playing it. :(
