Short Version: Now I know the idea sounds silly, but I really like the idea of an advanced civilization, or some unwitting test subjects or some however you want to spin it, being from outside the Galaxy as an Origin that focuses with Survival rather then pure expansion, so probably bonuses to Unity or Dipolomatic power. Now while I am more concerned with the RP value of it I do realize that it would leave a few things empty to just say that, so I do have a few suggestions, now we are going to the Long Version! Don't worry, I have tl:drs at the end of them all, look for them in bold!

Spawning - While it would be best to Spawn with a Planet on the rim of the Galaxy, I do believe that it makes sense to maintain the random location of each game because your extragalactic empire could have simply came from a different angle, after all space is not two dimensional. Or you could go an alternative route, and start on the Edge of the Galaxy without a planet, spawn instead with a single Ark Ship and a pretty hefty but decaying defense fleet, allowing you to start the game at the exact second your empire showed up here, it would however need a unique spawning system and to be entirely inaccessible to the AI in the game to be used like this, so I would understand if an implementation did not include this mechanic. The tl:dr of this bit is, traditional spawning could work, but a unique system is also possible!

Interactions with Other Empires - As the new kids in the schoolhouse, you wouldn't know how things run, however no one would know how you run, so for the upcoming update, it would probably decrease your ability to infiltrate Advanced Civilizations, but increase your own defense from it as you are truly a different breed with your government. Something else that could be done and may draw some interest would be a change in how you interact with the Prethoryn Scourge, maybe that is what you were running from, maybe if you are an extragalactic devouring swarm you were a stray Vanguard fleet and you now have to fight to not be consumed by the smothering will of the Hivemind or possibly submit to it and help hunt the others. The tl:dr of this bit is, this Origin could play with the Scourge if you so choose, but Overall could be used as an Alienating Factor to others Empires for better and worse!

Interactions with your own Empire - As I said before, being from a different Galaxy is probably stressful on a people, it would make sense to have temporary effects to show that, reduced happiness and research speed and pop growth are great ways of showing this, as a Society wouldn't benefit from unknowable time in the void and having managed to lose a lot of your society while doing so, so all these maluses could make sense depending on if any bonuses were given and what spawning method was implemented, however I think that would be the only Your own Empire interaction you would have, a little less then on the Shoulders of Giants but a little more then most others, because you would need to manage your own affairs better and maybe some RNG events could spice it up and make the early game a lot more challenging. The tl:dr on this bit is, while having a Stressful Early game, I don't think this would hit hard in later gameplay and you would overall be mechanically the same to others by midgame!

Wishful Thinking - While most empires are generally the same, I believe the Uniqueness of Gestalt Consciousness' could be expanded on here, I believe this Origin would benefit from Hivemind Gameplay in general, as those are incredibly Alien already and by being a hivemind you would be a benevolent version of the Scourge but just as confusing, which could add unique Dialogue or maybe even Biotechnological Marvels such as Weapon Equivalents that just look different when Fired but overall are the same. I also believe that this would benefit All Total War Civics, as being a threat from outside the Galaxy that is on par with everyone else rather then being a total crises is incredibly fun and interesting for Multiplayer if your friends agree to it. Overall, this Origin would fit very well with the already "Alien" concepts you have in the game, and would only increase RP Value in the correct circles, or just allow some players to be funky little out of this galaxy dudes. The tl:dr on this bit is, this mod would enhance Alien groups to make them well, more Alien!

In Conclusion! I had nothing to add after this, I just wanted to wrap up dramatically, if anyone has any suggestions for actual mechanics or any other ideas, please put them below and hopefully this gets looked at by someone with the power to create! Thank you all for reading if you did!

I'm not sure I'm following.
Why would coming from another galaxy make you that different?
IMO the key differences are:
- Your empire didn't just discover FTL, in fact it has been using it for far longer than other empires. Which means that we need some kind of explanation why it's not a FE, but a new player like all playable empires.
- Your people lived in the void of space for who knows how long. In what conditions? Are they still adapted to planet gravity? Were they in sleep stasis? Are they clones?

Which is why I think that it's very similar to the Void Dweller origin - in fact, you could already roleplay void dwellers or other kinds of empires as coming from another galaxy.

I think that you're assuming many things about belonging to a specific galaxy, that are based on the idea that a galaxy is like a continent, or like a home. But it's not. Unless you come from a very different kind of galaxy (like an antimatter galaxy), you won't be much different from the native species. Galaxies are very vast.

If your goal is to make aliens more alien, I believe that you should focus on that instead. Similar advice when it comes to the ability to infiltrate other empires: I think it would work better as a specific civic, than by making it part of the "extragalatic" origin. And when it comes to extragalactic origins, I believe it could be also more specific. Some examples:
- Clones from another reality. (Horatio-like). This empire is made of individuals that are all clones of just one ancestor, born millions of years ago in another galaxy.
- Dark Travellers. This species comes from a dark galaxy, that is a galaxy whose mass is essentially made of dark matter - so ressources and energy are very scarce. This origin combined with many years of evolution in space made the metabolic rate of this species extremely low. In fact, they take considerable amounts of time to do anything. It's a time of empire that could start with a lot of stuff, but very low everything. So they would start "strong" with a lot of bonuses, but need to plan ahead because they will be outpaced at some point.
- Refugees of Another Galaxy. A ship full of refugees from another galaxy where the end game crisis didn't end well. They travelled in cryostasis so the trauma is still very fresh. Their goal is first to find a planet, and then to deal with the trauma. They could have specific event chains and choices as the various factions aboard the Arch try to get more power, that kind of things.

Just examples of course. But IMO there are many different ideas in your suggestion, and each one probably deserves to be separated from the others.

I'd prefer extragalactics being tied into some kind of nomadic empire type gameplay.

They've been using colony ships for billions of years to reach a new galaxy. Might as well use them in the new galaxy while they start extracting resources, maybe leave some pops behind.
