what would make EUIII even better if there were user defined culture tags like there are nation tags like

culture_u00;userdefined;;;;
culture_u01;userdefined;;;;

and so one

for moddablity of course

Good idea, along with extra religion tags, extra country tags, and possibly extra province id numbers.

Extra province id numbers. would be good, but only if somebody decode the map files as in case of Eu2 Inferis did.
Extra culture tags - for moddability, maybe, but I think that there are already more than enough cultures in Eu. Or you want different culture for each province? On the other side, some user-defined tags cann't matter.

Those I'm still not sure about. It depends on the state of the rest of the game really, and we certainly don't know that yet.
