Yes - it seems it was released on Steam sometime yesterday - plus they updated the info page to mention it. Can take an hour or so to show up after you preorder, and possibly closing and restarting Steam.
One person vs pretty much every other person who has posted in this thread and can read, write and understand English. I'd be willing to forgive him if English was a second or third language but he states he's from London, UK. That just makes it hilarious.
