I think you are the only one who thinks "full" means all DLCs. Everyone else is smart enough to figure out it means the full base game & not a sample demo or something like that.....

Everyone else is taking the interpretation "they said it doesn't have any DLC, so 'full' means just a normal copy" instead of the other way around "they said full, then they said 'no DLC', that's an obvious misuse of language".

And never did I question the business practice itself. They can, and WILL, do as they see fit.

Yeah, that's what happened with me. I have the GG version of CK2, so Steam automatically put the new version of CK2 into my Library and gave me no option to gift it. I like Steam, but things like that are pretty annoying.

1) Those who really like the game already had paid for it.
2) Those who could really like the game got it when they pre-ordered EU4.
3) Those who also like the game, have it, but didn't pay for it refused the gift, because they rather keep their FULL pirated copy. And this, ladies and gentlemen, is what FULL means. End of!
4) I didn't find anyone who disliked the game yet, but there's still the traditional indifference to strategy games that I'm sure most of you know what I'm talking about.
