Exterminating, despite: Displacement Only

In my current game in the 2.2.4 test-branch, I have set my empire policy to displacement only, but every xeno planet I conquer starts having their xeno pops exterminated at 600% purge rate with the associated crushing diplo-penalties. I've just been command console killing the pops to circumvent the bug =(

What I'm wondering is: has anyone else experienced this problem with displacement/purging?

I run a lot of mods, so I'm not sure if it's a problem with 2.2.4 test-branch, and therefore worth a bug report, or just a glitch with some of the mods I'm running.
