Extended road network in Poitiers

I'm playing as the Duchy of Aquitaine. For some reason, I can build a normal road network in Poitiers, but not an extended one. Every other improvement I try to buy, whether it's a different one in Poitiers or an extended road network in a different province or an entirely different circumstance altogether, works fine.

Poitiers has forest terrain and you can't built extended road network in provinces with forest.

You can only built extended road networks in provinces with plains and hills.

OK. Is it likewise impossible to build ERNs in mountains? Or is it just forests? And are deserts essentially plains with lower support limits?

Like I said, ERN can only be built in plains and hills not in any other terraintype.

No, they are deserts where a lot of other things then ERN can't be built.
