As far as i know the Devs already stated there will be no conversion tool on their part and i can understand why.
Its too big of an effort to constantly update the tool so it won't bug.
So no, i don't think so.
As a mod it might be a possibility.

The economics of converters seem to not be feasible as business ventures, they are best left to modders.

I'm 100% it will not. Mods like that will completly change the game sum.

As someone that enjoys this from time to time, I think it's a lot of work for limited payoff. Especially since changes one game make will have to be actively supported by another game team and whatnot. Lots of downstream impact and whatnot.
