Hi and thanks for reporting this. If you have a savegame that we can look at it would be a lot easier for us to determine what's gone awry here.

I tried several times to reproduce it by playing Ireland, I chose the plot to kill my ruler's wife at the start of the game, but the plot power didn't change in the manner you're describing. If you do happen to acquire a save where this occurs, don't hesitate to submit it.
