exploring new land = no army tradition?

The manual states, by exploring new land with your army will earn you army tradition. I have explored a great part of North America, almost constantly, but I won't get any army tradition from it. Only fleet exploring gives me navy tradition. Playing with 1.21. Any hints?

Apparently exploring isn't meant to give land trad, despite what the manual says.

Johan has said that this is WAD (it was reported as a bug, but he denied that it was accidental).
