So, I know this is minor, but I really think that the first 2 ideas in the exploration ideas group should be swapped.

The first 2 ideas, for those who need the refresher are:
1: Colonial Ventures: +1 Colonist
2: Quest for the new world: Allows recruitment of explorers and conquistadors.

Getting the colonist first makes sense for the expansion ideas, as that is meant for players who can already see the territory that they want to colonize, and just want to move in. Exploration is about going out and finding new lands, hopefully before others. The first order of business is exploration, colonization comes second. The rest of the idea group makes enough sense.

That's my 2 cents on the issue.

It's also to give Portugal a bit of a head start I believe. They start with an explorer, so they can start colonizing once they unlock the first idea and get the colonist.
Also quite useful for NW countries, they just want the colonist at first and monarch points are precious when you pay through your nose for tech.

By the way, the ideas "Colonial ventures" and "Quest for the new world" both already existed in EU3 when you could pick ideas in any order (idea groups did not exist). As far as I know the texts describing these ideas are also exactly the same, so that explains why it says "sending more colonists to unchartered lands" even though that makes no sense when you are playing as a standard European country and don't even know any colonizable provinces yet.

Apart from that I don't know why they are arranged this way and not the other way around.

Yeah, I kind of get around this problem somewhat by using development. It's total meta gaming, but don't hate the player, hate the game. I pick one coastal territory somewhat close to my capital that touches 2 sea territories and develop the ever living **** out of it until I spawn a new center of the institution from nothing. I still have to pay a **** ton of MP for the development, but I at least get something from those points instead of the nothing you get by buying overpriced tech. From there it usually takes some borrowing to buy the institution on a reasonable schedule. Alternatively you could save up ahead of time, but sometimes your rivals have other plans for your money. Ming starts with a couple peninsulas close to Beijing for example, they are good for this. Obviously, enact the "encourage development" edict and make sure that your merchant estate is super happy before you do these things to improve the value that you get. You still have to spend a fixed amount of MP to spawn the institution, but it's nice to get more development for your troubles.

I think you are right, but i guess it's for balancing /historicity.
QftNW first would allow colonizing the new world even earlier. I think that's not wanted.

Whatever the reason, that can't be it.

You can't touch the new world without exploration 3 (or DIP 7, which is even later), and the time it takes to explore after 1 vs 2 doesn't matter when considering the closest areas.

Maybe so that if you start in Asia/Africa you can get some colonists going on, without needing to spend another 400 DIP? Exploration idea tree is also basically mostly unchanged through all the versions of EU IV, and Asian/African countries used to have horrible tech/MP penalty - so maybe that's the reason - to not gimp them further?
