So is there anyone tried to exploit military development and knows the exact calculation.

Wiki says: "Exploit Base Manpower to gain 60 months' worth of that province's manpower"

I have no idea what does this sentence mean.
Maybe: (province manpower/total manpower)x monthly manpower recovery x 60

Any idea?

Monthly manpower recovery doesn't affect exploit development gain.

Each point of base manpower gives total manpower by 250, you gain this amount over 10 years(120 months). This means you get base of 125 manpower per province development if there is no manpower modifier.

This value is modified by any national or province manpower modifiers(additively), and by province autonomy(multiplicatively).

e.g. Exploiting base manpower of province with 6 base manpower with barracks and 20% autonomy gives (6*125)*(1+0.5)*(1-0.2)=900 manpower. Levee en Masse idea will increase this value to (6*125)*(1+0.5+0.5)*(1-0.2)=1200.

Basically 125 for every 1 mil dev is baseline, then check modifiers by hovering over the "manpower" number in the lower portion of the province overview.
