Explanations for being unable to pass a minor title to someone

AS the title states having some explanation as to why you can't do an honorary or minor title would be nice, my current game I can't make my son an apprentice in hermetics, don't know why, don't know if it's a bug or not. Save file attached.

yeah I eventually figured that out, damn cults. I understand why it can't tell me that it's a secret cult, it was just really confusing.
