Correct, in Spanish Civil War only. A situation which was different on only one occasion from a general rule is what events are for.

I imagine an expeditionary force wouldn't do it justice, but I wonder how the AVG will be represented? I forget how it was in HoI 1. Just a drain on manpower for the U.S., free fighter group for the RoC? If so, how does Chennault figure in, and how does he go from being (Nationalist Chinese) AVG commander to U.S. Fourteenth Air Force commander?
Aside from this rather minor point, what would be really great is if we could
ask for expeditionary forces. This would make SP combined offensives--Overlord and Market Garden examples par excellence--so much easier and fun.
It could also preclude the expeditionary force spam I got from allies playing as Germany, I could demand the Italian forces I wanted instead of getting some infantry division that would be better suited actually, you know, defending Italy in an Italian corps.
