It'd be great to have experience of disbanded units is recorded somewhere. So new units recruited from these men can benefit from that. Here are few options how to treat it:
1. Overall XP of manpower pool
There would be one single value indicating experience of men in MP pool. When u disband experienced units, their xp would be added proportionally to this value according their MP.
Pros: simple to implement
Const: almost no benefit from disbanded units' XP for countries with large MP pool
2. Two MP pools: one unexperienced, one with combat XP
First one is almost the same we have now. Second would be solely for MP gained from disbanding units (with combat XP). Disbanding untis (i.e. increasing experienced MP) would work somewhat like MP with XP described in first option. When building new units, you'd have option whether u want to have them experienced or newbies. If u choose first, unit would be recruited from experienced MP first. Only if experienced MP is insufficient to make full unit, it'd be replenished with unexperienced MP. Sure, amount of XP added to experienced MP pool doesn't have to exactly copy XP of disbanded unit(s). It can be half of its XP (or some other value) to consider fact men earned their XP with some kind of equiplment and in some environment. Which can change with their new appointment.
Pros: quite satisfying usability
Cons: harder to implement
3. Four MP pools: Unexperienced, experienced land, experienced naval, experienced air
This is option 2 taken to the extremes. It'd be prolly too much. But it is one option...
Pros: most "realistic"
Cons: hardest to implement, maybe too much micromanagement
