Someone mentioned in the aircraft thread that the US would send experienced pilots back so they could train the new ones, which got me thinking about a possible choice on the use of experience.
You could do a similar thing: in terms of an event, there would be two choices "send veterans home to train" - which would reduce the experience your front-line divisions get while giving a small boost to that of new divisions, or "keep them all at the front", which would increase the rate of experience gain and increase the cap, but the experience would be lost forever in combat: if 40% of the men die, when all have 50 experience, for instance, and you fully replenish it, it will receive reinforcements with 0 experiences.
This could also be implemented as a slider.
