You deserve all the credit in the world for not making the customer pay for your mistakes. Instead, how you guys decided to grant us 2 free DLC to make up for it is truly unique and wonderful.

Though Paradox does deserve all the applause for not fooling their customers ... you can't say that the 2 extra DLCs they are providing is actually "free" if you go by the amount we paid for the pass and the content of the 4 DLCs. The credit deserved by Paradox is for accepting that the expansion pass asking price wasn't justified in the amount of content that they delivered in the first 2 DLCs. Any other developer would have just short changed their customers in such a scenario.

That's a good point. And I preordered Field Marshall so I only know that it was included in those 90€ I paid and that the description said it was 50€ of expansions.I bought the expansion pass when the first DLC was published and I paid 40€ (just checked that via Steam purchase history). I had the cheapest version of base HoI4, bought it on release at GmG for little over 30€.
And yes, the expansion pass description said something about 50€ worth. Why would anyone buy the pass for 50€ if its worth is declared to be no more than that? You buy such passes hoping to save money.

EDIT: I do own it but I also do not own it Steam has me not owning it on both the HoI main page & the WtT page however when I open the game and check the launcher menu it lists it as owned and installed.The first expansion, Together for Victory, will only cost $14.99. I was promised 2 expansions to a combined value of $50. How does that work?

With the announcement of Waking the Tiger we are also happy to let you know that Expansion Pass owners will be receiving a fourth, still unannounced expansion of approximately the same size as Waking the Tiger. This will mean the originally promised two expansions is now increased to four.
Why do I get more stuff?
Due to the initial two DLC released as part of the pass being smaller than promised. As a result, the expansion pass is being extended to cover four expansions to deliver value according to (and above!) the promised amount.

No, you cannot.
I own the Field Marshal Edition, will I be receiving the same?
Yes, since your are also holder of the Expansion Pass, you’ll be entitled to the same set of expansions.
You say that we will be receiving a fourth expansion “of approximately the same size as WtT”, what does this mean?
Though we haven't settled on the exact content, the next expansion will have approximately the same number of major and minor changes to the core Hearts of Iron experience as Waking the Tiger does, and will retail for a similar price.

Please resolve this issue to avoid future pricing conflicts on Steam.
Example: I passed on the 5th DLC but mb a few sprite/music packs come out that I want so I go for the discounted complete your collection bundled price. However Steam won't give me that discounts unless I'd rebuy WtT (as part of that bundle) since it says I don't own it.
