Ceylon being a significant location throughout the time period of EU4 (albeit not necessarily always an independent one), as well as seemingly attracting new found attention (likely due to the addition of the new Ceylon achievement) from the player base could probably use some fleshing out, much like Ethiopia did a while back.

Addition of a new Religious Center
Ceylon is the home of Adam's Peak. Its an important religious center for Buddhists whom believe the footprint of Buddha is engraved in a rock formation at its summit, in Islamic tradition it is believed to be arrival point for Adam after being expelled from heaven, the Hindus believe that the footprint of Shiva is left there following the world-creation dance and for Christians its believed to be the point that the the Apostle St. Thomas stood when spreading Christianity to the region.

Events
A number of events could be added to Ceylon banking on its history. Some Ideas follow:
  • Events relating to Ceylon's stupas (grand religious monuments containing relics) could be added, which allow the player to make a decision that effects the nations karma as well as offering other bonuses (positive or negative)
  • An event offering the player the option to pursue the construction of the Temple of the Sacred Tooth (in 1595) which would offer a permanent bonus. Due to the relics (The Sacred Tooth of Buddha) odd role in local politics and governance it could perhaps offer a discount on build cost or a national or provincial taxation modifier.
  • An event that occurs after Ceylon discovers Portugal (or something down those lines) of which depicts the early interactions with Portugal. The event would give the player options to delegate terms with Portugal, with an option that focuses on isolationism (sending away the Portuguese giving a -50 relations penalty), an offer that offers minor trade bonuses for a certain period of time and a small relations boost (+20) with the penalty of +5 autonomy on all provinces and an offer which offers a large permanent bonus to trade and small tech cost modifier (-5% for example) at the expense of +40% autonomy in all provinces.

Province Modifiers (or modification to idea group)
Ceylon has always focused heavily on its irrigation. This focus can be tracked back to the 4th century BC although could be summed up in the words of Parakrama Bahu the Great whom explains it by "Let not even a drop of rain water go to the sea without benefiting man".

The most significant of Ceylon's irrigation schemes are the Wevas (or water tanks) which are basically man made lakes. The Wevas allowed the Ceylon to overcome the limitations of droughts and other crisis as well as enabling development despite the nation being within tropical terrain.

The Wevas could be represented through a province modifier (or modification to Ceylon's ideas) to both enable the player to to increase provincial development on relative par to other non tropical terrains, as well as to increase the regions historical simulation.

Nice idea :) I think the irrigation system would fit best as NI. It's not like the province itself is better, but rather people made it that way. They could implement this system on a land they'd conquer, but a doreign nation would not be more likely to do this than they's do anywhere else (which would be the case with province modifier).
