Expand the council agenda, takes 420 months to get 1 extra councilor?

I've just gotten Paragons expansion and my game tells me that the agenda "expand the council" will take 420 months to complete, meaning it will be some 35 years of game time before I get one councilor. Then getting all five will be 175 years, if the wait time is the same per council spot. I can hurry the process if I pay 560 000 unity points. Which I of course don't have and never will. I'm not starting a new game, but continuing the game I was playing before Paragons came, where about 88 years have passed since game start.

Is it supposed to be like this? And if yes, why?

Also, my leaders do not have any unique traits anymore. They just have a level and nothing else. Is this also intentional?

Some leaders will have no traits at all, yes. What you're supposed to do now is, when they level up, you get to choose a trait for them to have. These traits have multiple levels with increasing effects with each level. As for the council stuff, I don't have enough experience with it to say one way or another.

This is most likely your issue.
Although the save may work its going to be very wonky. You should never continue an old save on a new version, either roll back or restart.

Agendas took around 15 years for me and I managed to get it down to 7-8 with better leaders.

Yes it was. Started a new game and the difference was stark. Suddenly leaders had traits once more and I had two councilors instead of none. So, yeah. That old game is a goner. o_O
