Having read about the shattered realm CB that Jade Dragon introduced, I had a thought that it should be able to be expanded to be able to be used with other large realms. You could have it require that a realm be of a certain size or have X number of Kingdom or Empire titles to it. If it's a certain size, you could have it be that all duchies or kingdoms get liberated if you win, or if the ruler has multiple titles, it could force the titles to be split about. (maybe even make it a possibility for any Duke tier ruler who has a large realm and many duchy titles)

Alternatively, an option to have a casus beli for destroying titles (requiring a fair bit of money, prestige, and perhaps piety) could be used to destroy an Empire or Kingdom by going to war and simply dissolving it by the destruction of the title itself.

Being able to have an event or able to invite other neighboring realms to join in the war would be a neat feature (and would be a cool feature just in general)

If it was a one time CB for amazing rulers with tons of prestige or cost a lot I would LOVE this CB.

It's really powerful though so it should be rare as hell.

Yeah, it shouldn't be meant to be something you can use willy nilly.

One thought I had is making sure one of the qualifiers is realm size. Say a Francia that's got all of it's de Jure territory+Germania and Italia's territory would be large enough to be threatening to any of its neighbors.

Since most of my playthrough revolve around dismantling HRE, I would both love and hate this. Love because I would get super effective in it, and hate because I wouldn't have much to do after.

Also I think don't think it should work like "you lost this war, bye bye", more like "you've been in constant civil war for last 50 years and we just end your misery, bye bye"

I do believe one mod out there had something similar, where if you were in constant civil wars (didn't matter what kind) it'd eventually destroy the top title and shatter the realm.

What if it was usable for any realm of Empire tier UNLESS it has Imperial government and Imperial Elective succession. Once an Empire gets to that stage it must be assumed that all internal parties have a vested interest in keeping the entity together but infighting over how to implement that desire is what will weaken (and in same cases destroy) it.
