Since there is a mechanic in the game already for major construction projects, I suggest that it could be used to construct major developments that aren't necessarily the largest canals in the world. The canals built under Frederick the Great are great enough projects.
Similarly, expansions of more modern road networks, such as the turnpike roads of Britain, were projects that involved loads of workers and economic forces over a long period of time. These could be done to grant permanent bonuses to areas, following a (relatively) long period of investment.
While both development and building construction model some elements of this, I think that it doesn't sufficiently capture the scale of some of the decades-long investment and construction projects that were undertaken in Europe and around the world at the time (the continued expansion of the Chinese Grand Canal comes to mind).
