Hello, as most of you know, this CB has been in a weird state for a long time now and I think it's one of the biggest problems in EU4 right now if you are playing in the HRE or close to it.
I think Exapnd Empire should be capped at small(ish) countires, not necessarily just by development but also by province count. The number IMO should be around 10-15 provinces max with no more than 200 development as well. The numbers can be disputed and tweaked of course but the idea is still a sound one.
I don't see a plausible way of integrating an entire region in to the Empire like that out of the blue with a single war. A duchy or two yes, entire kingdoms and empires at once? Probably not. Let's take Denmark for example, instead of putting the entire kingdom of Denmark into the empire together with it's vassals it's much more reasonable to add just Schleswig Holstein and Gotland in a single war for Expand Empire, I don't see a reason why Sweden or Norway even when integrated should be added to the Empire as well.

That would also help with the AE bug that is plaguing this CB for months at this point. If there was to be a cap on the number of provinces you can add with one war, the AE would be easier to ballance in terms of that ammount of development and provinces.

Agreed, but with one caveat:

The cap on how many provinces / how much dev should be based only on provinces not already part of the empire. That way, decent-sized countries mostly consisting of stolen HRE land can forced into the empire, while only piecemeal additions are possible beyond it.

Agreed, but with one caveat:

The cap on how many provinces / how much dev should be based only on provinces not already part of the empire. That way, decent-sized countries mostly consisting of stolen HRE land can forced into the empire, while only piecemeal additions are possible beyond it.
You also get Imperial liberation and Imperial ban CBs as Emperor that work with that. You can use it to release them back to the Empire in the form of annexed tags or returned provinces. So by that logic they wouldn't count to the final provinces when you decide to attack them with Expand Empire. But if say Denmark still has it's PUs and conquered more land then you would have to first release them with a couple of wars and then try to add Denmark in to the Empire if you still want it.
