Hi guys, I’m playing as Russia, passed all my government reforms and due to my fast expansion I’m massively over my governing capacity.

In the past, I used to be able to buy +20 GC with the button on the top of the government reforms screen, but now it’s grayed out with no tooltip. I have enough points to buy multiple times.

Has anyone come across this? Is this a bug connected to the latest patch? Can it be fixed?

Someone on reddit did recently, there's also this bug report that might be the same issue.

Summary: Check that your capital is in a state, otherwise wait a few years and it'll probably resolve itself.
