“Expand Administration” Button Grayed out

Hi guys, I’m playing as Russia, passed all my government reforms and due to my fast expansion I’m massively over my governing capacity.

In the past, I used to be able to buy +20 GC with the button on the top of the government reforms screen, but now it’s grayed out with no tooltip. I have enough points to buy multiple times.

Has anyone come across this? Is this a bug connected to the latest patch? Can it be fixed?

Someone on reddit did recently, there's also this bug report that might be the same issue.

Summary: Check that your capital is in a state, otherwise wait a few years and it'll probably resolve itself.

Thank you! My capital was indeed not in a state after an event moved it. Stating it fixed the issue.

Did it move to St Petersburg or?

It had moved to Tsargrad (Constantinople) via the Third Rome event. I had stopped stating provinces ages ago because I was well above the cap.
