on DD me and a friend were both playing as germany but his new units had an EXP star as soon as they were built but mine didnt.
our sliders were the same and so was everything else. and were are both on the orginal with no mods

Noone really seems to be reading this, so I will bump-it-up a little bit.

As far as I know, you get them with every 20 Exp.

But I dont know what your friends problem is.

The stars basically don't matter. They are only a graphic for a specific number. Unit experience counts as 1/2 as a combat modifier so a unit with 20 experience gets a +10 experience modifier in combat.

Units get experience thru battle or by the army slider. An unit built before reaching that point on the army slider does not start with experience. So a 1939 inf div upgraded to 1941 could have different unit experience than a 1941 div built in 1942 since there could have been 3 intervening army slider moves.

If that part of the army slider is unchanged in DD, then only the last 4 positions give newly built units experience:
Manpower XP +20% +15% +10% +5%

As John said, the stars in and of themselves do not matter. The actual experience level of troops does.

I am unsure as to what exactly you and your friend were doing, but I will assume that you played independant games as Germany and that you took differing policy slider moves. The two typical paths are to maximize central planning or to maximize the standing army slider.

I would guess that your friend shifted the standing army slider all the way to the left, which would result in his new units starting at 20 experience points (triggering the "star" graphic). As you did not do this, your units don't get the star.

This is not a big deal. Whatever slider move choices you made, they will presumably contribute to whatever strategy you are imagining. An early shift to central planning can increase your ability to build industrially-demanding units for the early war, which may be more valuable than increased unit experience.
