I have it on constantly and it just doesn't happen. Bordergore has persisted, and not de jure bordergore either. the King of Norway has land in the middle of Sweden surrounded by Swedish land and he keeps it upon succession. Ditto a dozen other places, especially the Franks. Why doesn't the setting work?

Maybe he does hold the de jure title for those lands directly, i.e. apart from being a King of Norawy he's also a Duke of Some Duchy in Sweden?
Nah. It just straight up isn’t working. Bordergore remains across the map, with no real change.
I've asked, because in my campaign it works as expected and kingdoms regularly lose their disconnected non de jure parts, like inherited counties in the Holy Land etc.
Do you have it on the highest setting? I used to have it lower and didn't see it happen much, but then i turned it to harsh and it was occurring more. I think there is one more setting after harsh
