I'm playing my first ever Ironman game, as 769 Khazaria, and I can't figure out why I can't declare a subjugation war against Bulgaria. I meet the requirements to declare a subjugation war, and it's an available option against other non-Nomad states. But it's not even an option against Bulgaria, so I can't even see why I can't do it.

I have declared this exact subjugation war in a previous game, and I can't figure out why I couldn't here. The only things that I can think that were different is that Bulgaria was under a regency that time, and that this time another country has declared a subjugation on Bulgaria already.

Is there a rule that you can only face one subjugation war at a time?

(All DLC except Conclave and Reaper's Due active.)

Additional note: It will let me declare a subjugation war on the Byzantine Empire.

The only thing that makes sense, I think, is that you can't declare a subjugation war against a kingdom that's already defending against a subjugation war.

You can't subjugate same religion, looks like Bulgaria is Tengri too.

Edit: now I think about it I'm not sure this is right.

You can't subjugate same religion, looks like Bulgaria is Tengri too.

Edit: now I think about it I'm not sure this is right.
As I said in literally the post just before yours, I have declared literally this exact subjugation war (i.e. Tengri Nomadic Khazaria against Tengri Feudal Bulgaria) in a previous game. So, unless it was changed in the patch, that is definitely wrong.

This.

Easy to test. Loaded up a game as the Khazars, declared a subjugation war against Bulgaria. Switched to the Magyars, couldn't declare a subjugation war because they were already defending against one. Easy deduction. I have to imagine that rule is in place to prevent funky war behavior.

Yep, does appear that way. I ended up joining the subjugation war on Bulgaria's side to clear the war out so that I could turn around and subjugate them myself. Annoying because my Khagan died during this delay, meaning I lost one of my once-per-generation subjugation wars. I'll need most of those to pull off my world conquest. Bulgaria was high priority because once I relocate my capital to Southern Europe I can start creating heavy cavalry horde units, and then I can start to really roll.

My goal is to bag 26 of the hardest achievements in a single run, mostly by religion-hopping after world conquest, and a few after settling as feudal. Currently my only achievement is marriage. If I'm playing Ironman, I'm gonna make it count. ;)
