everytime i go to the paradox mod site it just stuck in a infinite loading loop

It's usually pretty responsive, but you may have hit a new and exciting bug! Have you tried ctrl-f5 to do a hard reload of the page? It does save some state to local storage and resetting that may fix your issue.

Does no one actually have a working method to get mods to actually download rather than getting stuck at the downloading patch phase?

I don't know if anybody else has already answered but I tried deleting all the cookies off my chrome and refreshing the page after that. It worked perfectly, the page loaded in one second.
