Singapore would seriously struggle if Malaysia were to cut it off from imports and become deeply hostile...
which is why Singapore has contingency plans if Malaysia cuts water imports.
Singapore has plans to become water self-sufficient, but they are not there yet. It's not really viable for Hong Kong, as Singapore has needed decades to build the needed infrastructure, during which time they have been dependent on Malaysian good will to honour the water sharing agreement.
If Hong Kong tried to become independent Beijing would cut off the water and send in PLA instead.
Hong Kong's water is in Kowloon (part of HK). singapores water is still partly from Johor state Malaysia
But water issue is only a side matter. As long as PRC is willing to send in PLA to prevent secession, whether or not Hong Kong could have stable water supply is a moot point.
Honestly, I thought that HK had been important water from near what is now Shenzhen since the 1950's.
