Everything is ocean and my game is on LSD

Has anyone else encountered this? It also flashes when I zoom in and out. I've never had something like this happen so I don't know what else you need.
So far I've:
Verified the game files;
Closed the game;
Verified the game files;
Launched the game;
Reinstalled through Steam;
Verified the game files;
Launched the game;
Closed the game;
Verified the game files;
Launched the game;
Closed the game;
Deleted the Documents/Paradox Interactive/Europa Universalis IV folder;
Verified the game files (Reinstalled that);
Tried changing all of the graphics settings;

I have not seen something like this, but most graphical problems are caused by broken or outdated mods or by changed or added files.
Try to disable all mods and if that doesn't help, you can try a clean reinstall as described in my guide on reddit about common startup problems with version 1.29(you can skip step 8, the reinstall of the launcher). This does more than a normal steam uninstall/reinstall, because steam doesn't delete additional files that are in the game folders.

I did that, and realised I had an update to 'Steamworks Common Redistributables' queued, so I updated that (apparently not updating it can mess up graphics) and it's fixed! Not sure which it was but thank you.
