Okay, so theres nothing wrong with westernization, just that French AI was stupid and did not convert to Indian Trade Companies in a timely manner.
Which country from ROTW did westernize during this time period?
Since tech groups and westernization are game concept you can verify that by checking later start dates all the way up to 1820Depends what westernization is supposed to represent. In EU3 (where the mechanic was introduced) it seemed assumed that every country that came into contact with europe and was not immediately annexed. In EU3 the tech penalties where much steeper, an unwesternized native american country might not reach more than a few tech levels by the end of the game, but the native units making use of horses and guns where placed at the tech levels Europe is expected to be at when they existed historically. Similarly with the use of gunpowder in Asia, the only way to have the adoption of gunpowder weapons happen on schedule was for the asian countries to westernize on contact with Europeans.
Actually, in 1.8 trade companies don't prevent westernization. In my current game I've had several countries westernizing off of trade company provinces of mine. All in cases where they bordered no other western country and I tripple checked that the provinces where trade company provinces. In one case it was a one province border making it virtually impossible to be mistaken. Even if trade companies did prevent westernization the interior provinces of West Africa are no longer trade company trade nodes so in AI hands the colonizers would take provinces there and therefore allow westernization.
