OK. The basic ones are:
1. Events must be linked to receiving countries
- All events must be defined for the country it is supposed to take place. This mean that for one event to cause effect in another country you will need to trigger an event for that country.
- This also means that you cannot link events to only provinces. (like in "any country owning Corsica in 1795 get Napoleon").
- Exception from this is random-events that can be created for all countries or for countries on certain continents (using the continent-trigger).
2. Some in-game commands are not available for events
- It is not possible to create vassal states through events.
- It is not possible to declare wars through events
3. Some triggers are not possible
(This is just minor nags, but things I have thought about...)
- You cannot trigger events based on religion/culture of certain provinces
- You cannot trigger events based on which countries you are neighbouring.
- You cannot trigger events based on country relations.
Having said this these are only a few restrains - you should be able to do
allmost anything through events...
