events that give magistrates?

Are there any events that give magistrates, and can i increase my odds of getting them?

There is one with mtth of 400 months if you have the bureaucracy NI.
And one with mtth of 600 months that give 1 or 2, also with the bureaucracy NI.
One province event with mtth of 3600 if you have a university. (factor = 0.1 month = 6) ??? Ten times more usual during the second half of the year???
One province event with mtth of 1500 if you have a university in main culture province and is at war. Gives 3 magistrates.

Those were the ones I could find for normal countries. There are also some for China and Japan.

I think these are your best bets for magistrates:

Colonies +1 magi when each trade good pop up
Unis +1 every like 200 years (I hear)
Sphere of influence +2.5 if you have 50 nations in your sphere
Stability, peace, expand b etc.
Con monarchy+separation of powers: +2.7
emperor+reform: +0.6

You can build colleges but it takes 5 buildings to get to one college.

You should watch it so you can take the scales etc decision.

And it's like 20 years or something between moves (can't remember)
