Since we know the silk road was travelled by a diverse group of people, including Jews, Manicheans, Christians, Muslims, etc, characters that are on the silk road should have events to grab these people up. I mean, how else did Marco Polo get into the court of Kublai Khan?

So an event that spawns a character with a stewardship education, different culture from the liege, and different religion from the liege. Maybe also sympathy for the liege's religion group.

So perhaps "A group of traders have stopped in CAPITAL_COUNTY to pay tribute to you as you help maintain their crossing. One of them is supremely fascinated with your court and wants to stick around."

Option A - "Sure, you can stick around." Courtier of random culture that isn't liege culture and random religion that isn't liege religion, but reasonable so we don't get ashkenazi Tengrists, appears in court.

Option B - "Your tribute is enough" - 5 gold.
