You get two choices on using it, either for energy OR for the military. I'd like to edit the event to allow one to use it for both (maybe take longer to get it?).

I can't answer your question about file locations, however the energy buff grants a permanent +5% output from Technician jobs, the military option only grants a portion of your next-to-unlock shield tech so you are pretty much always better off with the permanent buff vs something you will definitely pick up on your own(physics having very few must have tech choices).

This is of course assuming technicians were actually necessary to your build, where in 2.2.3 I get away with using trade for energy since half of all my planet's jobs are going to be clerks anyway.

Just want to point out that this event can and, on a large enough map, almost certainly will fire more than once. If you dont need the energy early on, you could always take the military option now, and save the civilian application for the next time you see the event pop. Just remember that you can only get the +5% energy once (sorry no stacking), and if you already have hyper shields unlocked you wont have an option for the milotary application.
