This event associated with plutocratic ideas is not fine in my opinion. You lose manpower from a province forever, for the entire game, and it fires more than one would like.
Why not replacing it by a percentage % of manpower of a province during a time? Maybe 10 years, 15, who knows. I mean, losing permanent manpower by an event, even more when you are a merchant republic and you have not too much provinces is disgusting.
I think is one of the worst events of all idea groups.
