Event in Age of Merchantilsm question

I thought that in 1618 Prussia and Brandenburg unite as one country, Prussia. This event does not occur in the Age of Merchantilsm scenario.

Why is this?

I thought it was 1614.

Then how come, at the beginning of the scenario, Brandeburg and Prussia are separted? I'll look up the history
