Can an event be coded changing an ai file after a country wins a war, or to a different ai if the country loses the war
The ai can be forced to switch its ai file. Open up ai_events.txt in the db\events sub-directory. The ai file is switched by this command:

command = { type = ai which = "PRU_col.ai" }
Browsing through the file will give you a good impression which triggers can be used. Tbh, it seems to me that you might need a complicated set of triggers, which might have to be specially tailored for every country to force the switch of the ai file.
