If you assign a leader in the *.inc files (or an event) they will be "stolen" from their country even without this command. This is one workaround to the broken wake_leader command.
This is not completely true. It is necessary the leader we want to "steal" to be active in the game (i.e. to have a record in the save-game file). More information and fixed events can be found in my posts (

that thread. Unfortunately
Gormadoc wasn't interested to add them in his CDCP-mod...
This problem is probably related also to the "No leaders in Nat. China after release" bug (and this one is only the top of the iceberg - every annexed and then released country without save-reload workaround will be leaderless). Workaround for this one was proposed once by
Blue Emu - releasing of a new country (new country ID), copy of the original.
Another possible way to solve this problem is to use add_corps commands to move all Nat. China leaders to another country before annexing it and then return them back to Nat. China after releasing. This way we will get exactly the same leaders we have before annexing - all experience, newly acquired traits and battle history will be preserved, and KIA leaders will be lost forever. Anyone to help me with this?
