event command problem

i have made an event with the command line
command = { type = construct which = ic where = -4 value = 3 }
and it isn't working at all
nothing happens
why??

is it just the command that does not work or the event itself. The 'where = -4' constructs IC in a province that already has a factory of level 1 (so if your country has no factories it will not work for example)

The line you give has no errors in it that I can find.

it just does nothing
it is in mongolia for escapeing chinese communists take over
only that line the new minister comes tanu tavu is annexed morale and org go up just there is no new ic any where

note i set it to provinces and it added 6 ic instead of 3 weird huh

Can you post the event and the context of the event. That may help in finding out the strangeness.
