It's not a command of its own, it shows the values you can use in commands like
Code:
command = { type = [unit value]
			which = [land/division type/brigade type]
			value = [additive value modifier]
}
and similar ones (a bit below the part you quoted). It can be used to change unit stats like
Code:
command = { type = soft_attack which = infantry value = 5 }
which should (didn't test it) increase the soft attack of all infantry divisions of a given country by 5.
