a.k.a. the "troops in limbo bug" 
I would seem that if
1. a country has units in the force pool that can be deployed only to a certain area (like for example, Dutch units in the force pool can be deployed only to Dutch home areas) and
2. they loose control of that area to another country that does not annex or puppet the nation (like Germany conquering Netherlands in Europe) and
3. an event transfers control (but not ownership) of one of these areas to another country (which must be at war with the original owner for the transfer to work)
then
The units in the force pool teleport from limbo back into that area and retake it (even if there are enemy troops there)!
It would seem the origin of the problem is that the units in the force pool do not get destroyed when all the areas that they can deploy to are lost. This will probably mean that they become accessible again if the area is recaptured (which is nuts).

Can confirm that, when an area is reconquered, troops in the "limbo" force pool for that region teleport into it.
