To explain a little more, only elected members of the National Assembly can propose legislation in that thread. Sometimes Ministers are invited to make recommendations, and in rare cases other non-assemblymen have been invited.
There are elections every couple of months when new assembly members are chosen, but replacements are chosen by the parties if their is attrition during the term.
A lot of important legislation and public policy can get proposed without being in the legislature, usually by creating a lot of support for it in the "media" or through a special commission or committee created by the President, the Ministers, or even a private group. For example, there is a "Charter of Rights" that was debated by the EUtopian Bar Association, who then held an open meeting for public comment, and now it has been presented to the assembly.
As for how free-flow the game is,
please read the "Things you need to know" FAQ and other background info. There are a couple simple rules posted there that will really help you if you make sure you know them in advance. For example, you can't control other people, (players or non players) beyond some basic background characters such as a secretary, a driver, a small crowd, who doesn't impact any other characters or the game. That is, you could talk to your secretary or lead a demonstration outside a building, but you couldn't send someone to blow up something. There are always exceptions, but the FAQ is a good guide.
Generally, just use good sense and if you want to take an action that will impact other players directly (anything that would physically restrain or affect them, their property, etc.) check with a GM (Me, Melanchthon, or Blade) before you do it.
