I have to say that I deeply appreciate that my two successors to the Presidency have kept the term "Diamond Office". I really liked it when I coined it and I am glad that it has survived.

Now as for the Independent newspaper. Today was the first issue since Josephus won the Presidency! Aren't you guys planning on actually running it like a newspaper, or not? Just curious.

I remember reading the discussions about possibly ordering fighters from Andrews Aircraft, but it didn't get as far as actually placing an order or having the order funded, so I would have to believe the project never got started. The Andrews character then retired, so the current MDIS will have to start from scratch, looking for a potential manufacturer. If there are some old posts that prove me wrong, Loic would be glad to learn of them, so we could get the Air Force back on its feet sooner, but I don't think there is anything that gives credence to the project moving into production. If your character's firm would like to go into the aircraft manufacturing business, we would be delighted, but there are fairly long lead times. (I know because my father was an executive with a major aircraft manufacturer.) Buying an existing local aircraft manufacturer would speed up the process, but design, tooling, and testing take quite a while. If the firm was able to license a design, then if things went well, the first planes would be rolling off the production line early next term.

Actually there was an order to build a few prototypes. It is in the ENDTech thread just before Andrews briefly took over the facility and then retired. The aircraft would have been built and tested by the company. But there was nothing mentioned about them being tested by the military. I'm not sure who was running it at the time. I think Levarge actually.

Yeah, I didn't remember any actual orders being placed either. If Andrews ran some prototypes and developed them for testing, I'd say then that at max there would be a handful of the prototype aircraft sitting around, like the three Gorgons Eutopia had in her arsenal for a few terms. But I'd need to see the actual posts before I could come to some sort of hard "mod-style" conclusion, and at the moment I just don't have the time to go digging for them. :)

Last final of the year is on Tuesday, hope to get fully back into the flow around then.

Thanks Amric, I've looked. Having a prototype would mean the design phase was completed. These links will make it easier for the mods to let us know what the situation is...

On December 5th, 2004, Earl "Andy" Andrews meets ENDTech CEO Levarge and says that his company has a license to produce the Mirage, "which he was planning on building."

Levarge immediately orders two prototypes. This is would presumably be within the authority of ENDTech, so the lack of any budgetary or MDIS approval should not be an issue.

On December 19th, 2004, The Earl, now ENDTech CEO announces that there are two Mirage aircraft avalable for test flights.

This is 2 weeks later in RL. Since 10 weeks RL = three years game time, when it isn't being fluid, that means it was about seven months later. This is rapid, but plausible, given the physical similarities to earlier versions of Mirage fighter, if the engine, a SNECMA M 53 P2 jet engine / 9.7 t with afterburner, or something similar, could have been acquired rather than built.

In general, different companies make jet engines (SNECMA, GE, United Technologies, Rolls-Royce) than make aircraft (Boeing, Lockheed, Dassault, Saab), so it would be reasonable to have Andrews Aviation be in a position to build the airframe, but we would be potentially stymied by the availability of that particular engine due to the arms embargo. Jet engines for commercial aircraft don't have afterburners.

The avionics are another matter, but it would be reasonable to assume that we could develop them, given the systems built into the Gorgon II tanks.

Thus the engines seem to be the critical element to overcome. We would either have to have a local company go into that line of business, find something not embargoed that we could use, buy something on the black market, or get an embargo lifted. But that is just my opinion. I would be interested in what the mods decide.

Hmm. We'll have to talk about whether anyone is in a position to restart the Mirage production, or whether a new project is going to have to be started from scratch. I will, however, rule that it would've been economic suicide for Andrews to simply start producing the aircraft without any orders coming in; ergo, we may assume that the only Mirages produced were the two prototypes referenced. Presumably these are in the hands of the Air Force, though they may not be armed.

Only two were made. No armaments on them. Plus, UB, Andrews had the specs on the engines as well. Licenses for them as well. Only weapons could be made by ENDTech. Hawk is right. Andrews wouldn't have kept making them. Amric was speculating that there MIGHT be more in his newspaper. Remember, he was retired at that time and only knows a minimal amount of what was going on at that time.

I have been giving consideration as to whether I should try as Amric to take over Andrews Holdings, LLC to get the aircraft companies back online and the car manufacturing and the household goods back into action. Just don't know if I should though...

Unless Andrews Aircraft was already making turbofan engines for other aircraft, getting set up to build the engines, even with the specs, would involve a long lead time, and the initial production might not be that reliable. By all means feel free to buy Andrews Aviation, as it would be good to have local airframe production and assembly. We just might need to buy jet engines from the Russians or some other country. Hopefully the MDIS will look into it when he gets his good connection back on Wednesday. Speaking of which, I will be on a business trip from tomorrow morning until Wednesday, so I will probably only have internet access in the evenings.

I'm not sure I entirely understood what you were getting at in the UMP thread regarding past budgets, but if I took your meaning correctly, it doesn't scan properly. The previous Term's budget is automatically renewed if the GA fails to pass a new one (as happens more often than not.) The GA cannot retroactively pass a new budget for a past Term because they didn't pass one during that Term. Ergo, the Term IX and X budgets are set -- the current GA can only work with Term XI.

When, precisely, a budget passed in Term XI is for is a bit trickier. (Since we don't have fiscal years that start on Day X and run until Day Y, the period one funds is unclear.) Presumably it isn't for the next Term per se, since you would then need, for example, one UMP presidency to pass a budget, and then another UMP presidency to execute the programs funded by that budget, which is unworkable. Assume instead that money is requisitioned in a timely fashion to fund any undertaking which would require it, and that programs and legislation which are adequately funded will come to fruition eventually (unless someone takes affirmative steps to prevent such a thing, by slashing funding in a subsequent term or repealing the legislation.) For example, had the Term IX budget been passed, presumably the Tilly Plan would have come into effect over the next two Terms (unless something happened, like Joe halting the Plan -- which IIRC he did, or talked about doing, with the Gorgons), even though the budget would've been passed in the 11th hour of Term IX.

That is all, of course, unless a True Mod says otherwise. :D

UB, Andrews had a commercial aircraft division as well. So he was capable of making jet aircraft engines.


BTW, I came across something in a book I was reading...Talks about a Swedish made antitank missile called the Gustav. It is a shoulder fired weapon that a two man team can fire six times a minute. Might be useful for a new MDIS to look into. It does exist. But as I am at work, I don't have the time to go ferret it out completely.

I believe there is a post by a mod in the US embassy thread that says Asimov Yin resigned from the post due to health problems and the former US ambassador Bosley Maun (or whatever his name is) had been appointed to the post, which is why Loic's message addressed him, thus implicitly you as foreign personages mod for other than Tilapia.
