EDIT: If by contact you mean talk to, the answer is probably no, if he's running silent and submerged. If he puts up a periscope, you could use signal flags.

I thought that was the one part that was covered in the existing budget, as you would be paying a salary to partially disabled or superannuated erstwhile former servicepers instead of the same amount as a pension, and thus, had I been a mod, from my recollection without re-reading your detailed posts, would have had them existing.
