I don't know about the Right (or the Right in general, if you want to include the PL in that category), but the PL's position - at least as Jerome understands and presents it - is not (and has never been) to simply cut social spending in favour of New Bengal, but to look at whether there is room for cuts in social spending or other specified areas to fund reconstruction. Although the underlying suspicion clearly is that there is such room.
