It would help to know the range of the system. The US has most of the North Atlantic covereed, so with their large number of hunter-killer submarines, they can assign one to shadow any sub that even pokes it nose into the western half. We won't be able to to that. I expect submarines, mostly American ones, pass by our coasts all the time. We would have to dispatch aircraft to be ready to react to one coming too close in shore. Given how much faster even turboprop ASW aircraft travel relative to submarines, we would seem to require that much breadth of coverage. I don't know, perhaps 100 kilometers is sufficient. But this is a military matter, so I would prefer to see their recommendation. Of course, we would need to make sure our anti-submarine warefare aircraft were operational.

It was a training exercise. The main point of the operation was to convince the Americans to lift the arms embargo, which didn't happen. An army that doesn't train will react uncertainly in combat, so it was a good idea anyway.

There seemed to be conflicting instructions to ENDTech. I offered to sell them the same tanks as we ourselves have, minus the communications gear and secret MAGIC WALL battlefield display gear. You instructed ENDTech to install smaller engines in the Gorgon II tanks we export. Tilapia would not take them, as if the tanks were different, they would assume that there was a chance they had been sabotaged, perhaps not officially, but they need assurances, and we need the export sales to keep the production line running.

Oh, and I have started talking to the Russians about buying 30 SU-37 Super Flankers. That is less than 40 first line fighters envisaged in the "Tilly Plan", but I don't think we can afford that whole shopping list, and we may want to supplement it with some AAM carrying UAVs, as they would be cheaper.

ENDTech would eventually want to be able to manufacture some good air-to-air missiles, to replace the ones originally acquired from the Russians, or to equip the UAVs and the refurbished F-5 E IIs.

What we can do:
- Smaller down the engine capacity, but they will place another engine in it, i think;
- Reducing the amount of armour on the tank;
- Smaller the main gun.

But the last thing will be noticed very easily... What do you think, President? Are these good enough... or would you just keep it this way."

Gentlepers, we are not a war with Tilapia. I have offered to sell them the same quality tanks as we ourselves use. Ours will fight more effectively because we have MAGIC WALL and theirs won't. That is okay with them, they know that, it is part of the deal. They wanted to verify that they are getting the same tanks, excluding that feature, as we have. I have agreed to procedures, including inspectors on site and haphazard selection of which tanks are theirs and which are ours that will make it immediately clear to them any shenanigans of the sort you are suggesting. If we play square with them, they will buy from us, and we can keep the production line running and the workers employed. If we don't they will be angry at us, which will set back relations, and they will buy tanks through Spain, so they would probably have Leopard II's instead of Gorgon II's. When we eventually re-unify, I would rather have all Gorgon II's in our army than a mix of tanks. If we sell to the Tilapians, and they are happy with the purchase, it will be easier to sell to other nations, like Argentina, Brazil, Nigeria, Indonesia, South Africa, or Mexico, so we can keep the production line running longer. By selling tanks, we can help pay for rebuilding our air force.

Right now, there are many imbalances between us an Tilapia, they have good Navy and a small but operational air force. We have a much bigger army. If we reduce the imbalances we lower the potential for conflict and promote eventual re-unification. We are taking steps to rebuild our air force. Their Navy might keep us from interfereing in New Bengal, but isn't really a threat to us. They will purchase some tanks, to build an appropriate army. They amount they want to buy still leaves us will a comfortable level of superiority. If you are concerned about a Tilapian tank attack on Eutopia City, the perhaps we should review our anti-tank weaponry, but I think our Gorgon II's do a pretty good job for now. If you want to move the MDIS to another city, where it would be safer, that would be fine with me, Eutopia City is overcrowded as it is, besides being overexposed.

So are you willing to play square with them, or should I postpone the sale until I can get some one who will? You haven't been listening to that madman Admiral Tulp have you? Besides being delusional, he is paranoid about the Spanish and the Tilapians.

Their Ambassador will come to a pavilion we will set up outside here (OCC: It will be an extension of the Presidential Press Briefing room thread, so everyone will know it is public) for a signing ceremony, tomorrow. The press will be invited. I will say a few words. Major Braxton and Ambassador Ferdinand Paolos will sign the agreement for the supply of 300 new Gorgon II tanks. Their ambassador may want to say a few words as well. I will sign, (unless you want to Per Truman?) the agreement to sell them 200 surplus Leopard I tanks. Both of you are free to make speeches as well, but if they are going to be long ones, please let their ambassador sit down first, as his body tires easily now. Their inspectors will be here two days after the signing ceremony.

What will the inspectors doing exactly other than randomly picking the tanks and looking at them and should I give them a tour of the facilites?
