Also, what's our legislative agenda? We don't quite have a two-thirds majority, so passing the Equal Rights Amendment will be hard, but I think we should give it a go. I'd like to work on openness in government and then I think we should move on to trying to cut unemployment.

This term we might be able to get the Death Penalty abolished, if we can get enough PoL members to side with us. Trouble is that they'll want to sit out the moratorium, most likely.

On economic issues, we're going to have to try to act in coalition with another party. What can we offer them to get their support?

I assume that Mr. Berenguerr would be the most logical choice. Everyone else would have a seat in the GA, and thus could propose legislation and participate in the debates. "I'm happy to be senior legislator, but Per Park has more experience than I. If he feels able to hold the position, I see no reason why he should not.

As well as the budget, we also need to think about what we're going to do in the Speaker election. The other three parties only command a majority if they're united, but i f we put up a candidate they most likely will be.

On the other hand, we can obtain a majority with the aid of any other party. So what I'm proposing is that we don't stand but instead support another party's Speaker in return for aid in the GA.

I don't think Leary's an option for that, he's no man's puppet. Lucescu we could work with, and he's probably closer to us politically, but Leary wouldn't like it and I don't think Lucescu would risk splitting the party.

The PEL's right out. They'd never compromise with us.

Which leaves the ENP. Unattractive as supporting the ENP sounds, the idea may have potential. They're not as keen on an absolutely free market as the PoL, they're more likely to stand up for small businesses and even workers, to an extent. Certainly, if Sykes is the senior legislator then we'd have a good shot at it. With Tulp I'm less confident, but it can be done. We wouldn't act in unison. We'd agree not to push for a constitutional amendment allowing gay marriage, but otherwise we'd agree to disagree on social issues. Then we'd get them to agree to support us on some economic issues, such as something to help small businesses and pump-priming the economy. If we're going to do this, they're going to want hard and fast details of the bills we'd like to put forward, but I can see merit in it, provided we remember that it's an alliance of convenience rather than friendship.

Well this was an unqualified ELP success story. Mr. President I look forward to your term and if I can be of ANY help please never hesitate to call on me. I look forward to serving in the GA. I am quite amazed that we got the Presidency AND two ministries. Truly amazed.

As for Speaker/Vice President, I think our agreement should be far simpler. I don't think we should make some kind of far reaching alliance. Instead I think we should simply say that we will vote for their candidate as speaker if they agree that our bills will be given time for debate and a vote. I think most of our legislation can pickoff support here and there from others, though not necessarily the same others, and we will be able to cobble together a majority on most of our priorities. For this we need someone honorable. I personally will vounch for Talbott of the ENP. I am sure others who have been active will do so for others. I would much rather trust a man to live up to his agreement, then a party.

But whatever we do, we should move quickly. I would suggest that party leadership float this idea to a couple of people they trust with the acknowledgement that they are not the only ones recieving the message and we will deal with whoever agrees to it first. We do not want to be left out in the cold on this.

My involvment in the peace process precludes me from even taking a seat in the GA at present.

(OOC: Demands on my time at work prevent me from accepting any active role here.)

As last term, if some post threatens to be vacated, I will make an effort to squeeze in the time needed to fill it on an interim basis, until a full time replacement can be found.

I would encourage all our ministers to conduct as much business as possible in their public offices, and to make themselves available to the press from time to time, to fulfill our pledge of being more open than our predecessors.

Certainly, but I didn't think it came before the budget. There is little we do can immediately, and what I have in mind would not impact the budget directly.

We should draft a budget, with 1% off defense and adding 3% on to welfare, and see if any party will back that in exchange for being speaker.

Sorry, Per Glasser, but I disagree. For starters Talbott doesn't even have a GA seat at present, and getting our bills heard is not going to be enough. The other 62 seats are held by parties that are going to look dimly on spending hikes that don't go towards buying guns. Asking them to give it a fair crack isn't going to get us anywhere. We don't want a coalition, but we're going to want guarantees that they will act in certain ways on certain issues.

I'd like to see a budget which boosts social services. I know there's a projected surplus, and I think we should spend that. There may be a need for more money, but if we cut unemployment sufficiently over the term I'm hoping that'll cover it.

The economy's booming at present, and putting more money into it is only going to help it.

I would urge that any surplus pay down our deficit. Spending the money now frees up a compounding amount of money down the road which can be spent on whatever we wish. If not the whole surplus at least a substantial majority of it then. Further, I doubt most parties will agree with a cut in Defense; it is likely we will have to use considerable political capital to get that done.

Mr. Berenguerr: You are right about Per Talbott. But my point remains that I would much rather us trust an indvidual then a party. I remain convinced we can get support for indivdual bills from somewhere, most likely parts of the PoL. We care most about social areas and they agree with us in many of those areas, making it a good fit.

I withdraw my remarks about paying down the deficit but still maintain that expending so much capital to cut defense does not seem worthwhile. I think we can get our increased social spending without that.

I recently discussed concessions between the PL and ELP with Mr. Leary. On economic issues the PL will not budge but with social issues we could achieve great things. In my opinion, defense is the issue that we can make our first concession on. We can easily make the case that the situation with Tilapia requires minor increases in defense spending so any political damage would be moderated. In return we would get increased social reform spending but most importantly the PL would vote down some major bills proposed by the conservatives.

Look at the Budget everyone, I think it's rather good and I've got PoL support for it. Decrease in Military Spending, increase in Social Spending, a good surplus. I encourage you all to vote for.

Mr. President the dogmatic desire to decrease the military even in the face of possible war is quite alarming to me. That said I would never vote against the budget of my party's leader.

Technically, it is not a decrease in spending, as 7.25% was spent last term. And I promise that it will never come to war, what would Tilapia gain by such an act? If war is ever declared, it will be by us over New Bengal, and we will not do that unless the President feels our military is up to the job.
